1 MAIN PURPOSE OF JOB
The main purpose of the organization Companion Animal Project Manager is to manage and implement the programme to end the inhumane culling of dogs in China.
2 POSITION IN ORGANISATION
• Reports to Country Director
• Functionally managed by Asia and Pacific regional Inhumane Culling Campaign Manager
• Works closely with international, regional, and country staff to develop, deliver and work within agreed/approved strategies and frameworks
• Liaises with external stakeholders including governments, IGOs, and NGOs

5 QUALIFICATIONS
• Degree level or equivalent.
6 PERSON SPECIFICATION: EXPERIENCE AND SKILLS
• Minimum 3 years working in a campaign, advocacy or government relations related post in the animal welfare, or other relevant field
• Good knowledge and understanding of international and regional animal welfare issues
• Ability to build and inspire strong constructive relationships with all departments within the organization
• Experience working internationally and in a multi-cultural environment
• Strong knowledge of global and regional socio-economic, political and environmental issues
• Experience in strategy development and project management.
• Proven track record of building and maintaining positive relationships with diverse external stakeholders in order to create change
• Strong interpersonal, networking and organisational skills.
• Excellent communications skills (written, oral and presentation)
• Previous experience with budgeting and financial management
• Flexible to travel at short notice
• High organised, ability to work to strict deadlines
• IT/computer literate using Microsoft packages e.g. Word, Excel and PowerPoint

Part 2: DUTIES & KEY RESPONSIBILITIES
DUTIES & KEY RESPONSIBILITIES
Strategy Development 30%
• Develop a strategic plan to end Inhumane culling in China in line with Asia and Pacific End Inhumane Culling campaign strategy
• Contribute to the development of global and regional Inhumane Culling strategies and plans ensuring that the needs of China are effectively addressed
• Contribute to overall China strategy including communication strategies, priorities and plans
• Liaise with organization Asia and Pacific Inhumane Culling Campaign team to ensure a coordinated approach to inhumane culling
• Support other members of the team to position WSPA as the leading international animal welfare organisation
• Advise the Asia Pacific Inhumane Culling Campaign manager, and WSPA China Country Director on inhumane culling as required
Operational management 50%
• Ensure the delivery of the Inhumane Culling programme and projects in China in support of the WSPA China strategic objectives
• Identify and address areas of dependency, or collaboration between inhumane culling projects and other programmes in WSPA China
• Contribute to the development of Asia and pacific regional policies, guidelines and standards relating to inhumane culling
• Collaborate with organization regional and country staff in multi-country initiatives and projects by providing technical input as appropriate.
• Monitor sensitive issues that could impact inhumane culling work and advise senior leadership on how to position the organisation in China
• Advise other colleagues in the organization office and regional colleagues on China context and appropriate inhumane culling positioning related to China
Internal Liaison and Coordination 10%
• Act as a strategic link and focal point for China IHC work connecting regional, country and international teams
• Work collaboratively with WSPA China Country Director and IHC Regional Campaign Manager to ensure delivery against campaign objectives
• Participate and actively contribute in the partnership forums, working groups and networks related to IHC work as deemed necessary by country and regional leadership.
Quality Assurance 5%
• Ensure adherence to organization policies, protocols, and standards.
• Ensure consistent and high quality project delivery across IHC projects in China
• Support the Asia Pacific IHC Campaign Manager, and organization Country Director in addressing alignment, compliance and quality issues, and needs of partner organizations in relation to IHC work.
Budgeting and Financial Management 5%
• Manage the organization budget and provide reports as required
• Working collaboratively with Asia and Pacific IHC Campaign Manager and organization Country Director, develop budgetary proposals for IHC projects
• Monitor the EARL (External Affairs, Research, Learning) expenditure against budget
