The Natural
Resources Defense Council (NRDC) is a non-profit, non-governmental
environmental organization established in 1970 in New York. We are

Position
Summary:
We are looking
for a Staff Attorney to work in our China Environmental Law team on helping
advance China’s environmental law and regulations and their implementation. The
Staff Attorney will be based in Beijing and a member of the China Program.
He/she shall report to the Director of China Environmental Law Project.
Major
Responsibilities:
1.Develop and
implement strategies and initiatives for improving environmental rule of law
and environmental governance in China.
2.Manage
projects aimed to support the development of an environmental public interest
litigation system in China, including conducting research, collaborating with
local partners, writing papers and blogs, organizing workshops and study tours,
and holding conversations with policy makers, etc.
3.Work with
project partners on the development of China’s environmental legislation and
implementation thereof, and provide technical assistance to Chinese
stakeholders through the introduction of international experience and the
assessment of their possible implementation to China.
4.Maintain
strong connections and build ties with project partners and contacts in government,
academia, civil society, and other areas.
5.Conduct
researches on environmental policies, laws and regulations.
6.Represent NRDC
in the media conference and the general public through press interviews,
posting blogs and preparing other communication materials.
7.Carry out
project monitoring and evaluation, and prepare M & E reports.
8.Drafting
proposals, project progress reports and other project documents.
Knowledge,
Skills and Abilities:
• Deep
understanding of China’s environmental challenges and judicial system.
• In-depth
knowledge of Chinese and U.S. environmental law.
• Excellent
research, analytical, writing, communications, and organizational skills.
• High
fluency in oral and written English and Chinese.
• Ability
to work with environmental agencies, NGOs, academics or other key players in
environmental law, health and governance.

The Natural
Resources Defense Council (NRDC) is one of the most effective environmental

NRDC’s primary
role in China is to support leading domestic efforts on energy efficiency and
environmental protection. We believe that successful and sustainable efforts on
energy efficiency and environmental protection must be driven from within China
and are proud that NRDC has been on the ground in Beijing and around the
country to help accelerate these efforts. In particular, we are working with
our central and provincial partners to promote “Efficiency Power Plants (EPP)”
– virtual power plants consisting of a portfolio of demand-side management or
energy efficiency projects that produce reliable energy savings and load
reduction to help avoid the building of new conventional power plants and
reduce the associated emissions.
Position
Summary:
The Natural
Resources Defense Council (NRDC) is seeking a full-time staff engineer for the
Demand Side Management (DSM) Project. The position will be based in Beijing,
China. The staff engineer with work with NRDC’s local partners to create cost
effective and sustainable DSM and Efficiency Power Plant (EPP) models in China,
providing hands-on project review and screening, technology training and tool
development, as well as energy efficiency program planning and analysis
support.
Essential
Functions:
• Work
with NRDC’s provincial partners to provide the type and level of technical
support needed to scale up EPP implementation. The technical support may
include but is not limited to: on-site energy assessment, project screening,
technical and economic feasibility analyses, investment grade audits, as well
as energy efficiency program potential analysis, and program design, planning
and support.
• Design,
prepare and deliver, or supervise others in providing trainings on energy
efficiency best practices to a wide range of audiences including DSM program
administrators, project implementers, utility DSM staff, facility energy managers
and operators, and/or government officials.
• Assist
NRDC’s provincial partners with data collection, tracking and reporting system
design for program and project design, planning and evaluation.
• Facilitate
knowledge transfer between China and the US (and other countries.) In
particular, ensure that the practices are localized in a way that is suitable
for adoption in China when transferring international best practices to
China.
• Develop
project case studies and write technical summaries and briefs, and develop
and/or give presentations at conferences, meetings and workshops.
• Communicate
with NRDC’s partners and other relevant stakeholders to keep them up-to-date on
news, international best practices, conferences, study tours, DSM fact sheets
or work reports, and/or opportunities for DSM/EPP pilots or projects.

periodic reports and updates on project status, and help organize study tours,
training workshops and seminars.

interest and experience in environmental issues a plus.

Position
Summary:
NRDC seeks a
project advocate/engineer in the Beijing office to implement the Responsible
Sourcing Initiative (RSI). This initiative aims to reduce the use of
energy, water, and chemicals in industrial manufacturing using cost saving
efficiency measures wherever possible. Focusing primarily on textile
manufacturing, RSI uses the purchasing power of major international apparel
retailers and brands to leverage environmental improvements in textile dyeing
mills in their supply chains in China. This position will support the
initiative by working directly with Chinese suppliers to implement improved
environmental production practices. The position will also work with local,
provincial and national environmental agencies to promote improvements
consistent with Chinese government goals and objectives to reduce energy and
water use in this and other resource intensive sectors. Finally the position
will liaise with local representatives of multinational apparel retailers and brands
to promote their more direct engagement with suppliers and to encourage
enforcement of supply chain policies that reward good performers. This position
works with both local and U.S team members, reports to the Health Program
Director based in U.S, as well as receive guidance and instructions form the
Director of China Program.
Responsibilities:
• Ensure
quality documentation of best practices through research and interaction with
mill personnel
•
Outreach to local governments on improving access to environmental information,
especially on compliance status, in the sector.
• Assist
in performing, interpreting and reporting on facility efficiency assessments
designed to identify best practices to reduce water and energy use and improve
environmental performance in the dyeing and finishing facilities. Note that
travel to mill locations will be required.
•
Coordinate with local government, trade associations, individual mills and
others on organizing an overall program on mill improvement at a local level.
•
Strategize, plan and organize workshops and trainings directed at mill
personnel.
• Develop
and enhance partnerships with experts and expert institutions with
sector-relevant experience and knowledge.
• As
needed, outreach to China representatives of our multinational corporation
partners, as well as with factory and textile industry partners in China.
Qualifications:
•
Knowledge of industrial processes with a focus on cleaner production
techniques, including both energy efficiency and water efficiency; knowledge of
textile industry a plus;

Experience in applying clean production techniques in a practical
setting;
• Ability
to communicate effectively with diverse stakeholders
• Ability
to conduct technical training for minimally-skilled audience;

Bi-lingual in Chinese and English, with excellent English oral and written
skills;
